Financial Services Act of 1999 (H.R. 10)
Major bank, securities and other financial services merger bill. It requires the FTC to issue interim reports on consumer privacy. Sponsor: Leach (R-IA). It has been referred to the Committee on Banking and Financial Services and to the Committee on Commerce.

Financial Information Privacy Act of 1999 (H.R. 30)
Bill to protect consumers and financial institutions by preventing personal financial information from being obtained from financial institutions under false pretenses. Sponsor: Leach (R-IO). Referred to the Committee on Banking and Financial Services.

Personal Privacy Protection Act (H.R. 97)
"Stalkerazzi bill." Prohibits physical intrusion into privacy for commercial purposes (i.e., press). Exempts law enforcement. Sponsor: Conyers, John, Jr. (D-MI), introduced January 6, 1999. Referred to the Committee on the Judiciary.

Integrity in Voter Registration Act of 1999 (H.R. 180)
A bill to amend the National Voter Registration Act of 1993 to require each individual registering to vote in election for Federal office to provide the individual's Social Security number. Sponsor: McCollum, Bill (R-FL). Referred to the Committee on House Administration.

Creates a tamper-proof Social Security Card (i.e., National I.D. Card) used for employment verification. Sponsor: McCollum, Bill (R-FL). Referred to the Committee on the Judiciary and the Committee on Ways and Means.

Freedom and Privacy Restoration Act of 1999 (H.R. 220)
Limits use of social security numbers and prohibits creation of government I.D.s. Sponsor: Paul, Ron (R-TX). Referred to the Committee on Ways and Means and Committee on Government Reform.

Federal Employment Applicant Drug Testing Act (H.R. 279)
Requires drug testing of all applicants for federal jobs. Sponsor: Sweeney, John E. Referred to the Committee on Government Reform.

Genetic Information Nondiscrimination in Health Insurance Act of 1999 (H.R. 306)
A bill to prohibit discrimination against individuals and their family members on the basis of genetic information or a request for genetic services. Referred to the Committee on Commerce, the Committee on Ways and Means, and the Committee on Education and the Workforce.

A bill to amend section 552a of Title 5, U.S.C., to provide for the maintenance of certain health information in cases where a health care facility has closed or a health benefit plan sponsor has ceased to do business. Sponsor: Towns, Edolphus. Referred to the Committee on Government Reform.

Consumer Internet Privacy Protection Act of 1999 (H.R. 313)
A bill to regulate the use by interactive computer services of personally identifiable information provided by subscribers to such services. Sponsor: Vento, Bruce (D-MN). Referred to the Committee on Commerce.

Drug-Free Ports Act (H.R. 318)
A bill to provide for access by state and local authorities to information of the Department of Justice for the purpose of conducting criminal background checks on port employees and prospective employees. Sponsor: Shaw, E. Clay, Jr. Referred to the Committee on the Judiciary.

Collections of Information Anticonspiracy Act (H.R. 354)
Creates new property rights for owners of databases of public information. Sponsor: Coble, Howard (R-NC). Referred to the Committee on the Judiciary.

Patients' Bill of Rights Act of 1999 (H.R. 358)

Social Security On-line Privacy Protection Act of 1999 (H.R. 367)

Safe Schools Internet Act of 1999 (H.R. 368)
Requires schools and libraries to install filters on Internet connected computers. Sponsor: Franks, Bob (R-NJ). Referred to the Committee on Commerce.

Children's Privacy Protection and Parental Empowerment Act of 1999 (H.R. 369)
Prohibits the sale of personal information about children without their parents' consent. Sponsor: Franks, Bob (R-NJ). Referred to the Committee on Judiciary.

Wireless Communications and Public Safety Act of 1999 (H.R. 438)
Mandates location information for cellular phones for 911. Limits use of information. Sponsor: Shimkus, John (R-IL). Referred to the Committee on Commerce on February 2, 1999. Subcommittee hearings held on February 3, 1999.

Patent Protection Act of 1999 (H.R. 448)
Sets rules on confidentiality of health care information. Sponsor: Bilirakis, Michael (R-FL). Referred to the Committee on Commerce, the Committee on Ways and Means, the Committee on Education and the Workforce, and the Committee on the Judiciary.

Wireless Privacy Enhancement Act of 1999 (H.R. 514)
Prohibits interception of wireless communications, scanners. Sponsor: Wilson, Heather. Referred to the Committee on Commerce on February 2, 1999. Subcommittee hearings held on February 3, 1999.

Know your Customers Sunset Act (H.R. 516)
Prohibits government from implementing the "Know Your Customer" rules. Sponsor: Paul, Ron (R-TX). Referred to the Committee on Banking and Financial Services.

FinCen Public Accountability Act (H.R. 517)
Requires FinCen to be subject to the Privacy Act. Sponsor: Paul, Ron (R-TX). Referred to the Committee on Banking and Financial Services and the Committee on Government Reform.

Bank Secrecy Sunset Act (H.R. 518)
Prohibits government from implementing the "Know Your Customer" rules, ends provisions of Bank Secrecy Act that require disclosure of bank customer information to the government. Sponsor: Paul, Ron (R-TX). Referred to the Committee on Banking and Financial Services.

Parent-Child Privilege Act of 1999 (H.R. 522)
Creates new privilege for parent-child communications to prevent their use in court cases. Referred to the Committee on the Judiciary.

American Financial Institutions' Privacy Act (H.R. 530)
Prohibits "Know Your Customer" regulations from going into effect without an Act of Congress. Sponsor: Barr, Bob (R-GA) and Delay, Tom (R-TX). Referred to the Committee on Banking and Financial Services.

Childrens' Internet Protection Act (H.R. 543)
Requires the installation and use by schools and libraries of a technology for filtering or blocking material on the Internet on computers with Internet access in order for the organizations to receive or retain universal service assistance. SSI Fraud Prevention Act of 1999 (H.R. 545)

Real Estate Transaction Privacy Promotion Act (H.R. 649)
Prohibits a lender from requiring a borrower in a residential mortgage transaction to provide the lender with unlimited access to the borrower's tax return information. Sponsor: Rivers , Lynn N. (D-MI). Referred to the Committee on Banking and Financial Services.

Congressional Research Accessibility Act (H.R. 654)
Makes reports of the Congressional Research Service available directly to the public in electronic form. Sponsor: Shays, Christopher (R-CT). Referred to the House Committee on House Administration.

Security and Freedom through Encryption (SAFE) Act (H.R. 850)
Relaxes export controls on encryption, prohibits mandatory key escrow, creates criminal penalty for using cryptography in a crime. Sponsor: Goodlatte, Bob (R-VA). 204 co-sponsors. Referred to the Committee on the Judiciary and the Committee on International Relations.

Freedom to E-File Act (H.R. 852)
Requires the Department of Agriculture to establish an electronic filing and retrieval system to enable the public to file all required paperwork electronically with the Department and to have access to public information on farm programs, quarterly trade, economic, and production reports, and other similar information. Sponsor: LaHood, Ray. Referred to the House Committee on Agriculture.

ATM Public Safety and Crime Control Act (H.R. 1131)
Requires banks to put enhanced surveillance cameras in ATM machines to facilitate crime investigations based on FBI recommendations. Sponsor: Nadler, Jerrold (D-NY). Referred to the Committee on Banking and Financial Services and the Committee on the Judiciary.

Protection of Children from On-line Predators and Exploitation Act of 1999 (H.R. 1159)
Creates new Child Cybersmuggling Center of the Customs Service, expands use of wiretapping. Sponsor: Johnson, Nancy L. (R-CN). Referred to the Committee on Ways and Means and the Committee on the Judiciary.

Department of Transportation and Related Agencies and Appropriations Act, 2000 (H.R. 2084)
Funding for Department of Transportation for the fiscal year ending September, 2000. Sponsor: Wolf (R-VA). Two amendments proposed by Sen. Shelby (R-AL) pertain to privacy. Section 339 eliminates federal funding for highway projects in states that sell drivers' license personal information, motor vehicle records, or photographs from drivers' licenses. Section 348 repeals section 656(b) of the Omnibus Consolidated Appropriations Act of 1997, which required social security numbers to be displayed on drivers' licenses. Currently in conference.
